For me it was because I was using a HDR screen (LG OLED C7 55″). I noticed it went black screen later on the HDR logo popped on. I had to enable HDR in windows settings (right click desktop, switch "Play HDR games and apps" to ON). Not sure if HDR is working correctly as menu is quite dull but the game is running now. I ordinarily use the feature switched off every bit most games switch HDR on when they load and at that place are less problems but that was not the example with RDR2.
